TVP VOD outside Poland
TVP VOD. TVP VOD greets visitors from other countries with “Łączysz się spoza Polski”, names the country it has placed them in and warns that some titles won’t play there. It reads the country from your IP, so with Bebra on the Poland tile it sees Poland. The catch is that streaming services keep lists of data-centre IPs, and TVP may spot the address and ask you to disconnect the VPN.
Warsaw matches. Going by the coordinates in Valve’s network config, its Warsaw site is the nearest to Vilnius, Minsk and Kyiv. When connecting through Poland lowers your ping, and when it doesn’t, is covered on the gaming page.
Short trips in the EU. If you live in Poland and spend a few weeks in another EU country, a Polish IP isn’t needed for what you’ve paid for. Sign in, and TVP VOD shows your purchases under article 3 of the EU portability regulation.

I live in the UK. Does the EU rule help me with TVP VOD?
No. The UK isn’t in the EU, so from there TVP VOD treats you as a viewer abroad. The regulation TVP cites covers people who live in an EU country and are temporarily in another one. For the titles TVP holds back in the UK you need a Polish address, with the data-centre caveat above.
Can some apps stay on my local connection while TVP uses Poland?
Yes. Tap Tunnel at the top of the main screen and choose Manual. Domains or IPs you list there, one per line, skip Bebra. On Android you can also exclude whole apps under Apps that bypass the VPN.
